REGULAR SESSION MINUTES
PLANNING AND ZONING COMMISSION
MAY 11, 2011

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 11, 2011.

The meeting was called to order at 8:34 p.m.

ROLL CALL

CALL TO ORDER

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Paul Roczynski and John Ryan would act as Secretary.  Additionally, Chairman Kayser stated that the Commission would be voting with six members.

Upon a motion by Tom Fitzgerald, seconded by John Ryan, the Commission Voted (6-0) to Approve the above minutes.

Planning & Zoning Workshop – March 30, 2011


Upon a motion by John Ryan, seconded by Peter Bonzani, the Commission Voted (3 -0) to Approve the above minutes.  John Grottole, Travis Simpson and Tom Fitzgerald abstained from the vote due to their absence.

SUBDIVISION APPLICATION: for 951 Forbes Street “DePietro Subdivision” – Preliminary and Final Layout Approval, Two lots on 13.07 acres of land located at 951 Forbes Street.
Assessor’s Map# 43 Lot# 103
Applicant: Daniel R. DePietro


Upon a motion by John Grottole, seconded by Tom Fitzgerald, the Commission Voted (6-0) to Approve
the above Subdivision Application with the following modifications:

  • Final plans are to be signed and stamped (ink & impression) by the relevant Professional Engineer, Land Surveyor or Architect.
  • Revise the plan to specify the size and species of the proposed street tree.
  • Add the subdivision signature block to sheet 2.
  • Subdivision Bond set in the amount of $2,500.00.

Upon a motion by John Ryan, seconded by John Grottole, it was Voted (6-0) to Approve the waiver provisions as follows:

  • Testpit information section 4.6D.7.
  • Conservation plan section 5.4K.
  • Monuments section 5.4J.5.
  • Valuable site resources mapping section4 .6D.10.
  • Sanitary waste disposal system information section 5.4I.
  • Proposed utility information sections 4.68.4, 5, & 6.

SPECIAL PERMIT USE APPLICATION: Under Section 207.9 for  modification of a previously approved special permit use to allow an early childhood magnet school on land located at 29 & 95 Willowbrook Road and an adjacent vacant formerly owned Connecticut Department of Transportation parcel.

Upon a motion by John Ryan, seconded by John Grottole, the Commission Voted (6-0) to approve the above Special Permit Use Application with the following conditions:

  • Final plans are to be signed and stamped (ink & impression) by the relevant Professional Engineer, Land Surveyor or Architect.
  • Provide separate plans for each application and label them accordingly.
  • Revise the 200’ radius map to include #29 Willowbrook Road and the former State of Connecticut parcel of land that is located between #29 and #95 Willowbrook Road.
  • Provide mapping to satisfy section 207.4.b.3.d of the zoning regulations.

Upon a motion by John Ryan, seconded by Tom Fitzgerald, the Commission Voted (6-0) to postpone the above Site Plan Application until the June 8, 2011 meeting.

Upon a motion by Travis Simpson, seconded by Peter Bonzani, the Commission
Voted (6-0) to approve the above Soil Erosion and Sedimentation Control with the following conditions:


  • Final plans are to be signed and stamped (ink & impression) by the relevant Professional Engineer, Land Surveyor or Architect.
  • Provide separate plans for each application and label them accordingly.
  • On sheet C5.00, add a signature block to the plan per section 217.6 of the zoning regulations.
  • On sheet C5.00, add a note specifying that the contractor shall be prepared at all times to sweep surrounding paved surfaces of accumulated sediment.  Sweeping shall be done at a minimum of once every two weeks or as directed the Town Engineer.
  • On sheet C5.00, specify temporary fencing to separate the work area from the adjacent school.
  • On sheet C5.00, add a temporary soil stockpile to the plan and clarify the inlet proposed catch basins within and adjacent to the work area.
  • On sheet C5.01, add a start and completion date to the construction sequence per section 217.3.d.2.a of the zoning regulations.
  • On sheet C5.01, add contact information for the individual who is responsible for maintaining the erosion controls and storm drainage system per section 217.3.d.6&7 of the zoning regulations.
  • On sheet C5.01, add an operations and maintenance narrative to the plan for the proposed stormwater drainage and management system.

MISCELLANEOUS

  • Letter from William Ferrigno requesting a 90 extension to site plan approval for Phillips Farm.  Mike Dayton, Town Planner, indicated that they would need addition time on top of the 90 days to complete the improvements.  
Upon a motion by Tom Fitzgerald, seconded by Travis Simpson it was Voted (6-0) to grant extension request until September 30, 2011.

  • Letter from Mr. Mark Fay dated May 11, 2011 regarding the potential text amendment for filling station associated with shopping center mall.  
It was the consensus of the Commission to direct staff to work with Mr. Fay on a proposed text amendment.
